I have filed a proposal to cap module name length at 64 characters. As module names appear inside various strings, there are implicit limits but no hard limit at this point. If you have seen a module name longer than 64 character and feel strong about the necessity for such names, now is the time to chime in at http://drupal.org/node/1852454 .
